Victor is the President and Principal of VMS Construction. Vic attended Vermont Technical College and graduated with honors in the architectural and building technology program. He joined VMS Construction (then known as The Quinn Company) in 1994 as Chief Estimator and Project Manager and was instrumental in the company’s steady growth. Vic became a shareholder in the company 2001 and eventually President in 2006. He has worked in the construction industry for the past 36 years serving as laborer, carpenter, field engineer, estimator, chief estimator and project manager. His experience starting from the “trenches” has proven to be an essential component of the company’s success.

As President, Vic’s current duties include overseeing all administration, sales, financial and estimating of the corporation. He will also take on the role of project manager when needed.

Fred is a Project Manager for VMS Construction.  Working his way from Carpenter to Project Manager, Fred has over 35 years in the construction industry.

Fred started in the industry as a Carpenter in 1977, immediately following his graduation from Castleton State College with a Bachelor of Arts Degree.  Prior to joining VMS Construction, Inc. in January of 2000, Fred was the Vice President of a moderate size Vermont general contracting firm with the responsibility to oversee all field operations. Fred’s ability to keep track of the details of multiple busy job sites has made him the ideal Project Manager for as many as four Project Supervisors at any one time.

Fred joined VMS Construction as a Project Superintendent and handled a variety of projects before being promoted to Project Manager in 2004.

Fred brings to VMS Construction not only his construction knowledge and expertise, but the ability to communicate well with project owners, supervisors, subcontractors and VMS employees. Fred also oversees all field operations and field personnel.


Andrew is an Estimator for VMS Construction Andrew joined the company in October 2006 after spending the previous twelve years in the practice of law.

Prior to becoming a lawyer, Andrew spent ten years in the construction industry, working his way from rough carpenter to finish carpenter to project supervisor before starting a small general contracting company with his father.  During the five years that the company was in business, Andrew was in charge of project estimating, subcontractor contracts and material purchasing.

In the past 6 years Andrew has bid on various projects throughout Vermont. These projects have ranged from a cost of ±$200,000 to ±$5,000,000. The projects have included commercial, municipal, institutional, multi-family and mixed-use/recreational. Andrew works closely with quality subcontractors and material vendors to implement the best pricing available for all our projects.

Gunner Tuttle

Gunner Tuttle is the Assistant Project Manager for VMS Construction; joining us in July 2015.  Gunner has over 10 years in the construction industry.

Gunner started in the industry as a carpenter in 2004.  He graduated 2012 from college in RI with a degree in Construction Management.  Prior to joining VMS Construction in July of 2015, Gunner was a Construction Manager/Designer for a Construction/Engineering Firm. His responsibilities included estimates, schedules, office engineer (responsibilities including managing submittals, RFI process), jobsite safety management, coordinating with subcontractors, and managed punch lists.

Gunner is currently assisting with the overseeing of multiple projects in areas all over southern and central Vermont.

Gunner brings to VMS Construction not only his construction knowledge and expertise, but the ability to communicate well with project owners, supervisors, subcontractors and VMS employees.


Fran is the Financial Manager for VMS Construction, Inc.. Fran joined VMS in 2002. Fran’s responsibilities include all aspects of the financial and accounting procedures of the company, from accounts payables and receivables to job cost reporting. Fran works closely with the firm’s CPA in completing the yearly financial reports. Fran has been working in finance and accounting for the past 20 years. Her sound financial practices provide a key ingredient to the continued success of VMS Construction.


Elizabeth is the Office Manager for VMS Construction. Elizabeth joined us in January 2013 after spending 10 years working for Vermont Made businesses within the Manufacturing Industry.

Elizabeth graduated with honors from Vermont Technical College with a Degree in Business Technology and Management. Elizabeth started as a Data Entry Clerk at a former Vermont Furniture Manufacturer to becoming the Executive Assistant of the President within 5 years.   She then spent several years with the largest manufacturer of cookie cutters in the US as the Executive Assistant to the VP and Sales Manager.

As the Office Manager for VMS, Elizabeth provides administrative support to the President, Estimator, Financial Manager, and Project Managers.  Her duties include greeting all visitors and phone calls with a bright smile and friendly demeanor, processing AIA Contract Documents, producing Pre-Qualification Packages for potential clients, maintains filing systems, processes mail, purchasing office supplies, website maintenance, and maintains the collection of contracts and change orders.

She is a motivated individual with excellent communication and organizational skills with an attention to detail, with the ability to multi-task in a fast paced environment, and has a strong background in Microsoft Office programs.
